On January 23, 2012, I asked the Department of Public Expenditure and Reform whether its officials will engage directly with front line public service staff to identify opportunities for increased efficiency as part of negotiations for the next Public Service Agreement (ie. Croke Park 2). Minister Howlin wan’t around, so myself and Brian Hayes discussed whether this idea was a runner.
